Deze film gaat over het verhaal dat vooraf ging aan de bom onder het World Trade Center in New York en het gevangen nemen van de terroristen. Het verbazingwekkende feit is dat de FBI een informant tussen de terroristen had, maar weigerde om hem $ 500,- per week te betalen voor meer informatie. Uiteindelijk kostte deze informant $ 1.000.000,- omdat hij geplaatst werd in een speciaal programma ter bescherming van de getuige. Een verhaal over de incompetentie aan beide kanten.
